does it matter if i do not eat all calories awarded to me?
Yeah, that's ridiculous. Of course I do believe the patient way is the best way but someone saying that is plain wrong.

What is your basic work-out routine?
Freeweights and machines. 20-30 min of elliptical or jogging afterwards. 5-6 times a week. I suggest joining a gym if you really want to shape your body. There are plenty of youtube videos that can teach you proper form.

You don't have to limit carbs. Just get your recommended fat and protein and fill the rest of your calories with whichever macronutrient you want. Protein is preferred as it has a higher thermic effect and will help a bit more in helping your body hold on to as much lean body mass as possible but there is nothing wrong with carbs. Just don't let them get too much over 50% of total calories because if you are then you probably are not getting enough protein and fat.

What would you tell your 16 year old self?
Start lifting. Warm up properly. Enlist. Try to eat healthy but realize, it's not what you eat but the total calories that determine weight gain/loss.
