Think about it: the weight and volume of an unpopped kernel vs the weight of a popped kernel are not the same.
So let's say you have 1 cup of unpopped kernel: you are going to have a lot more calories since it's so packed in there. If you have a cup of popped kernels, it's lower calorie wise.
Overall though, it's the same. Mesure it by volume.
I eat popcorn almost every day and I use
this food entry for Air Popped Kernel
as it is what I eat; kernels popped in a hot air popper without the oil.

Thanks MimiMuffin, but why list the nutritional value for both popped and unpopped? I guess that's where I'm scratching my head.
Pink, I've made popcorn on the stove w/oil and I use the "Oil Popped White Popcorn" food entry.
It's my understanding that when the corn pops, some of the oil it's packaged with may be splattered onto the bag, and not stay with the food. Same with some of the husks on the kernels. This may cause small nutritional differences, so they list the info for both states. Plus, it makes it easier to count calories if you know what volume of popped kernels you ate, if you didn't eat the whole bag.

It's probably a legal requirement. Don't overthink it.
